CIO - North America
the position
The CIO - North America leads the Information function and resources for North America. The CIO - North America. The position reports into the Global CIO with a dotted line into the CEO North America.

Randstad is transforming digitally to meet the demand of our clients, talent and employees and to realize our Partner for Talent strategy. Globally our Information Technology function is speeding up to enable enhanced business performance for the internal workforce, improve talent and customer solutions and redesign and automate business processes and capabilities. This in order to continue to be the market leader.
A key component of the CIO function is to become a proactive service provider that runs IT like a business and creates a basis to become a trusted business partner. By optimising and harmonising our service offering, you will drive sensible continuous improvement and Randstad will be rewarded by outstanding business performance.
Your role will be to provide leadership on how to translate and map out the global Information Technology ambition to the local enterprise by implementing strategy to enable outperformance. This includes ensuring Randstad’s global and local IT systems act as a true shaper of business and managing technology as a strategic asset. The CIO - North America works closely with the global IT organization and takes an active role in the regional responsibilities.
main accountabilities
The main accountability areas for this position are:
- IT Leader for North America
- Organization and management of the IT department
- Lead for shared technology platforms and products
Elaboration of the IT strategy and policy
- Implementation of a unified IT landscape as directed by the global IT strategy , while running the current local landscape.
- Decommissioning local systems in favor of the strategic global IT service objectives.
- Evaluation and recommendation of IT investments corresponding to the business needs expressed, taking into account their efficiency, cost and risk management and the global IT direction.
- Anticipate changes and influence the choices of local business Management in terms of information technology (IT master plan) in collaboration with global IT.
- Ensure the adequacy between the needs of the customers of the local company, supporting company wide goals, and the available IT tools and harmonised service offering.
- Contributes to and executes business segment strategy (short term and long term) to achieve key business objectives.
Implementation of the IT policy and Information System governance
- Guarantee the continuity of the IT and telecom service provided to local users.
- Lead the information systems development plan in the company within the framework of accepted budgets and in accordance with technological changes decided on a company wide level.
- Ensure consistency between information systems.
- Liaise between the IT department and the other departments of the company and local and global stakeholders.
- Supervise the design and implementation of the information system and maintain it in operational conditions.
- Supervise the drafting of specifications in accordance with the needs and choices of the company.
- Animate IT projects through steering and validation meetings, in conjunction with project managers and the company's business departments.
- Oversee the incident management process, ensuring timely resolution and minimal business disruption. Oversees resolution times and ensures the coordination with IT support for issue resolution and inputs to process improvements.
- Work with senior management to develop and align the IT strategy with overall business objectives. This involves defining key initiatives, setting priorities, and ensuring the strategy supports major business goals. Gains necessary approvals and communicates the strategy to relevant departments for implementation.
Accountability for local information security
- Implementat the global Randstad IT security policy: identification with the local business Management of sensitive information and risks, proposal of the measures to be taken with the aim of securing the Randstad brand in a sustainable way .
- Ensure the protection of local company data through implementation of the Group Information Security policy and practices.
- Develop and manage and communicate Information Technology policies and procedures, including a Risk and Security strategy and Disaster Recovery Plan.
- Communicate with the business Management and users on technological changes made to IS business and final accountability for the local awareness and roll out of IS standards.
Definition and monitoring of IT department budgets
- Evaluate and monitor the budgets of the IT department according to the desired technologies and possible solutions (internal or external).
- Ensure the control of budgets relating to changes to the information system.
Management of the outsourcing policy
- Analyse the subcontracting offers (services, budget, human resources, special clauses, contract, etc.) in line with global procurement guidelines.
- Monitor relations with service providers where required on a global or regional level.
- Monitor the effectiveness of the achievements and services of subcontractors throughout the contractual relationship.
Positioning of the IT organization as a business partner
- Advocate new uses capable of bringing a competitive advantage to the businesses in the customer relationship in the Global IT community.
- Integrate legal and ecological standards in the management of IT projects.
- Evaluate the return on investment of the projects carried out and report to the local business Management and the global IT organization.
Organization and management of the IT department
- Supervise and coordinate the work of the IT service and lead the internal and external teams.
- Organize the IT department optimally: creation of different levels of management, coordination of study functions and support / operation functions, location and sourcing, internal and external resources, etc.
- Ensure the dimensioning of IT teams by carrying out suitable training and recruitment operations (employees and service providers).
- Evaluate the individual and collective performance, development and capability building of the IT teams in line with the global set IT service and performance standard.
- Take overall responsibility for the IT Shared Services team supporting North America.
- Supervise, coach and manage all functional IT staff with respect to recruitment and development.
- Create a positive environment to attract and retain quality IT talent and realize their full potential.
- Establish effective organizational structures, ways of working and ensure strong succession plans and pipeline of talent to meet objectives both now and into the future.
candidate profile
Experience
- Masters in Computer Science or engineering or other relevant qualifications.
- 10 or more of experience as a service manager or an IT director in an IT services company or in an IT department is required
- Broad knowledge of IT including systems, concepts and methodologies.
- Strong project management skills to deliver on roadmaps (budgeting and timing milestones)
- Written and spoken English
